Recruiter Policies and Procedures

The Carson Center for Student Success within Washington State University (WSU) makes facilities and services available to employing organizations with full-time, part-time or summer jobs; or internships. It is important that employers using campus facilities under this policy will interact with students, alumni, and staff in a professional and ethical manner. The following guidelines govern the manner in which employers may use the Carson Center to access candidates, in keeping with the mission and purpose of the center and the University.

Employment professionals participating in any Carson Center services or resources are required to be working within a framework of professionally accepted recruiting, interviewing, and selection techniques as stipulated in the NACE Principles for Professional Conduct.

Legal and Ethical Restrictions

In order to protect our students, the Carson Center reserves the right to refuse service to employers due to any of the following: dishonesty; breach of confidentiality; fraud; misrepresentation; abuse or other harassment of WSU students, alumni or staff; or any other violation of University rules and regulations, local, state or federal laws. Additionally:

  • Employers not eligible to use the Carson Center include those who have been judged by a court of law in the United States to be engaged in illegal activities.
  • Employers who are involved in strikes and are hiring for positions which are included in the affected bargaining units.
  • Employers who request personal data (i.e. social security number, bank account information) at the time of application.
  • Employers who misrepresent their organization by providing dishonest information or omitting critical information.
  • Employers who violate equal employment opportunity and affirmative action principles as set forth by WSU and the National Association of Colleges and Employers (NACE).
  • Employers are expected to provide reasonable accommodations upon request.

Network Marketing and Similar Organizations

These organizations are not considered “employers” by the Carson Center and are not eligible to participate in on-campus interviewing, resume referrals, job listings, employer presentations, and/or sponsorships for on-campus activities.  The Carson Center considers organizations that engage in either or both of the following to be network marketing organizations:

  • Sponsoring or hiring an individual to set up his/her own business for the purpose of selling products or services and/or recruiting other individuals to set up their own business.
  • Requiring an initial cash or capital investment, account balance or similar fiscal requirements from this individual, with the organization itself serving as an umbrella or parent corporation. The initial investment may include but is not limited to such things as direct payment of a fixed fee, payment to attend an orientation or training session, and/or purchase of a starter kit.

Handshake Employer Request – Minimum Requirements

In order to vet opportunities appropriately and confidently for our students, employer requests to connect on Handshake must demonstrate ALL of the following minimum requirements:

  • A complete contact name (both first and last)
  • A well-written company description
  • A corporate address (residential/private addresses cannot be accepted)
  • An email address with a listed domain that matches the company name and website (i.e. johnsmith@acompany.com and www.acompany.com)
  • A dedicated company website that matches the company name and is functional
  • A business license from the state in which your company operates their business
  • Employers who do not conform to Washington State law will not be accepted

All job postings must include:

  • Require a four-year degree and apply to a major(s) offered at Washington State University
  • Be consistent with the missions and values of Washington State University
  • Present no harm to the health and safety of applicants
  • Clearly state forms of compensation
  • Conform to state law
  • Statement of diversity and inclusion

Eligibility to Use WSU Facilities

The following guidelines are established to determine eligibility of an employing organization or individual to utilize the Carson Center resources at Washington State University or any other facility on the WSU campus. These guidelines apply to all employers offering part-time or full-time student employment or internship opportunities for WSU students. All companies using on-campus facilities or resources must abide by the guidelines listed above.

The Carson Center, academic departments and all employers they represent are expected to abide by the “Principles of Professional Practice for Career Services & Employment Professionals” as published by the National Association of Colleges and Employers. Thus, the Carson Center reserves the right to refuse to list job openings or to host any recruitment organization if the organization is found to have violated one of the Principles for Professional Practice.

The staff of the Carson Center will investigate all complaints by students and/or faculty regarding job postings, employers, or work assignments. Carson Center staff will discuss the matter with the recruiting representative of the organization. If the Carson Center determines that a complaint is justified, the office may choose not to post positions or allow the recruiting representatives the opportunity to recruit on our campus in the future. The Carson Center will notify the employer of the decision in writing, via email, or traditional mail.

Additional Considerations

In addition to the above elements, your company may be subject to additional requirements; please review the information listed below to see if any of the following applies to your business or recruitment practices.

Reneging

Situations of reneging will be taken on a case by case basis. Because reneging is a rarity, our Employers Relations staff will investigate both the student and recruiter’s perspective. This will inform the outcome and whether further action is needed. The Employers Relations Staff have full discretion in terms of what action to take.

Household/Domestic Needs

Due to limited candidate interest, we do not post domestic/household postings to Handshake.

Start Ups

The Carson Center has established these criteria for identifying appropriate entrepreneurial employment opportunities for promotion through its services. Start-ups must have progressed sufficiently in their business development process so that they can:

  • Provide a company name, business address, website and email address, and identify a principal as the key contact.
  • Verify that they are not seeking potential partners or investors.
  • Confirm that they have obtained the necessary business licenses and Tax ID’s as well as sufficient funding, including identifying their funding model and investors, if requested.
  • Offer positions for pay, not just for equity; pay must meet state minimum wage expectations.
  • Provide clearly defined organization and position descriptions in Handshake.

Intellectual Property

For any roles in which a student would be involved in the development of ideas, processes, or protocol that could lead to actual technology, patentable subject matter, copyrighted materials or trade-marks or other Intellectual Property (IP) considerations, we require that the student be working with a WSU faculty member sponsor throughout the duration of the experience.

Commission

Employers using the Carson Center’s services will offer regular/base salaries for positions. A draw against future earnings does not constitute a salary. Employers offering commission-based positions may post job listings on Handshake provided they are full-time career opportunities. No commission-based part-time or internship positions will be posted, unless approved by the University on a case-by-case basis.

Fees Charged to Candidates

Employers that require students or alumni to purchase a franchise, purchase supplies, pay for training or orientation, invest or pay a ‘start-up’ or application/access fee as a condition of employment, will not be allowed access to any of the Carson Center services or provided sponsorship by the center. Because it is ultimately a student’s decision to participate, organizations are free to recruit WSU students through means outside of the Carson Center.

Third Party Employers

Employment agencies, temporary agencies and search firms are eligible to utilize a limited selection of our services but MUST abide by the guidelines outlined below.  By choosing to move forward with the Carson Center recruiting opportunities, you agree to these guidelines.

  • Third-party employers may post positions through the Handshake portal, with the understanding that the name of the client must be disclosed if requested by the Center.
  • Third-party recruiters may participate in the Carson Center career fairs; the name of employers a third-party recruiter is recruiting on behalf of should be made available to any candidate or the Carson Center representative who inquires.
  • Third-party recruiters sourcing candidates for internal positions at their own organizations may make use of the Carson Center’s On-Campus Interview Program.
  • Under no circumstances may fees be charged to candidates.
  • The Carson Center reserves the right to verify any client information provided by a third-party recruiter and reserves the right to enact further allowances or restrictions at their discretion.

On-Campus Sales, Promotions, or Solicitation

Washington State University is a non-commercial campus. Employers are not allowed to recruit for positions whose duties will involve the on-campus sale or promotion of products, goods or services to WSU students, faculty or staff (e.g. Campus brand ambassadors).

International Opportunities

Posting of international job and internship opportunities must follow all the policies procedures as listed above. We understand that some internship opportunities may be made available to students who are also participating in a Study Abroad or an Education Abroad experience. The Education Abroad office has formal affiliation agreements and partnerships with many agencies. Students who travel under any affiliation agreement – including study abroad or who are completing an internship abroad for academic credit – must register with the WSU/International Programs Travel Registry.

Internship Opportunities

All internship opportunities must be in compliance with the NACE and Department of Labor criteria. Listings must also be in compliance with” Employer Registration Guidelines” as listed above.

Job Offers

It is imperative that candidates have a substantial response time to make an informed decision once an offer has been extended. We recommend that students be given a minimum of two weeks to decide whether to accept a job offer. Considerations can be found at the NACE website. Please note that some departments within the Carson College of Business may have more stringent guidelines.

Exploding Offers

Exploding offers and special incentives such as diminishing bonuses or location preference should not be used to encourage early acceptance of a job offer.

Confidentiality

Employment/recruitment professionals will maintain confidentiality of student/alumni information regardless of the source and will not release it to any other organization without the prior written consent of the student/alum.

Use of Alcohol

The use of alcohol by minors at any point during on-or-off-campus recruiting is prohibited. Any organization violating this policy will no longer be eligible to participate in career events or programs.

Reporting of Hiring Information

The Carson Center requests employers to inform us of all offers of employment that are extended to students in order to help maintain accurate statistics regarding student employment. Employment records are kept confidential and used only for statistical purposes.

Disclaimer

All hiring and compensation for work performed by student employees is handled directly between the student and the employer. The Carson Center does not perform background checks on students applying for jobs, nor on employers posting job opportunities. Employers and students are encouraged to request reference information from each other as needed to establish qualifications, credentials and overall fit between the employer and the student applicant.

The Carson Center reserves the right to use discretionary judgment based on an organization’s circumstances when determining whether to further grant or limit access beyond this policy.
