“Federal Tax Reform: Why is it Needed, Why so difficult?”

Thomas Neubig is a founding member of the Tax Sage Network, a group of experienced tax policy economists sharing their insights on current tax policy economic issues. He served as the deputy head of the Tax Policy and Statistics Division in the Center for Tax Policy Administration at the Organization for Economic Cooperation and Development (OECD) in Paris, April 2014 – May 2016. He was responsible for producing the OECD/G20 Base Erosion and Profit (BEP) Shifting report on measuring and monitoring BEPS.

Neubig is also a research affiliate in the University of Michigan’s Office of Tax Policy Research and a research associate of the Swiss-based Council on Economic Policies.

Prior to joining the OECD, Neubig was director of quantitative economics and statistics at EY, a global accounting firm. Before joining EY, he was director and chief economist of the U.S. Treasury Department’s Office of Tax Analysis and the top Executive Branch career economist in tax policy. He was president of the National Tax Association, 2003 – 2004.

Neubig earned his M.A. and Ph.D. in economics from the University of Michigan.
